What I was trying to get across was that the npc stations would turn into a sort of conquerable station. Your enemies would not be able dock and use them as safe havens to harass you from as long as your contract with the npc pirate faction holds ...

I was thinking about a contract system between corp/alliances and npc factions in 0.0 regions. If they want to live in their stations securely, they would have to put POSes up in those systems. You would need to buy Angel/Guristas/etc. starbase ch...
